CCATEC Program Criteria:
PARTICIPANTS MUST BE:
· of First Nation descent (status, non-status or Inuit)
· legally entitled to work in Canada
· no longer by law required to attend school (with the exception of the Summer Student Program)
ORGANIZATIONAL DEVELOPMENT PLANNING
PURPOSE:
To obtain outside assistance to help bands and organizations with program activities.
WHO MAY APPLY?
First Nation bands and organizations
ACTIVITIES:
May include developing long and short terms strategic training plans, needs assessment for community or organization development, identification of participants training and of employment needs, identification of interventions for needs identified. Results will be made available to CCATEC
FINANCIAL SUPPORT:
Costs may be negotiated for consultant wages
EMPLOYMENT SKILL DEVELOPMENT
PURPOSE:
Projects will assist groups with identified similar needs in the areas of training, employment barriers and employment objectives that face difficulty finding and keeping employment
WHO MAY APPLY?
First Nation bands, organizations and businesses
PARTICIPANTS MUST BE:
· of First Nation descent
· at risk facing long term or reoccurring unemployment
· legally entitled to work in Canada
· no longer by law required to attend school
· unemployed, special needs, social assistant participants
ACTIVITIES:
May include training with a combination of classroom and work site training i.e. Life-skills, work skills, career exploration, job search techniques. If work experience is included, training hosts must be identified
DURATION OF ACTIVITIES:
Must not exceed 52 weeks
FINANCIAL SUPPORT:
Costs may be negotiated to cover training costs
STAFF DEVELOPMENT
PURPOSE:
To assist employers to provide training for existing or newly hired staff.
WHO MAY APPLY?
First Nation bands, organizations and businesses that employ First Nations
PARTICIPANTS MUST BE:
· of First Nation descent
· an employee whose job is at risk
· currently employed by sponsor/employer
ACTIVITIES:
Purchase of training related to position hired for.
DURATION OF ACTIVITIES:
Not to exceed 52 weeks
FINANCIAL SUPPORT:
May be negotiated, up to a maximum of 50% of the cost of retraining staff.
TRAINING ON THE JOB
PURPOSE:
To provide employment opportunities, which will lead to continued employment.
WHO MAY APPLY?
First Nation bands, organizations, individuals and private sector that wish to hire First Nations
PARTICIPANTS MUST BE:
· of First Nation descent
· legally entitled to work in Canada
· no longer by law required to attend school
· completed career assessment with action plan in place
ACTIVITIES:
Training and or work experience designed for individual/s and delivered by the employer, on the job site or off the job site
DURATION OF ACTIVITIES:
12 to 30 weeks
FINANCIAL SUPPORT:
Wages subsidy up to maximum of prevailing minimum wage and 10.28% towards Mandatory Employer Related Costs (MERCs)
Cost shared - CCATEC will provide 50% and private sector 50%
CCATEC will provide 75% and band/organizations 25%
TRAINING ASSISTANCE PURCHASE
PURPOSE:
Training courses and/or workshops purchased from private or public training agencies for a group with similar training needs
WHO MAY APPLY?
First Nation bands, organizations and individuals
PARTICIPANTS MUST BE:
· of First Nation descent
· legally entitled to work in Canada
· no longer by law required to attend school
· Unemployed, special needs social assistant participants or an individual who requires skill enhancement for current or new job.
ACTIVITIES:
May address common training needs in a central location or in areas specific to need i.e.: computer, first aid, management, forestry, etc.
DURATION OF ACTIVITIES:
Minimum of 6 hours may not exceed 52 weeks (one fiscal year April 1 to March 31)
FINANCIAL SUPPORT:
May be negotiated to cover tuition and books.
EMPLOYMENT INSURANCE JOB CREATION PROGRAM
PURPOSE:
To assist workers receiving EI or have been on an EI claim in the last 3 years, to maintain or improve their work skills, worker will remain on EI.
WHO MAY APPLY?
First Nation bands, organizations, businesses and private sector
PARTICIPANTS MUST BE:
· of First Nation descent
· legally entitled to work in Canada
· no longer by law required to attend school
· currently in receipt of EI benefits or EI eligible
· completed career assessment with action plans
DURATION OF ACTIVITIES
Normally 12 to 30 weeks may not exceed 52 weeks
FINANCIAL SUPPORT:
Costs may be negotiated for tuition, books, materials, supplies, and possibly enhancement of EI rate.
SUMMER STUDENT CAREER PROGRAM
PURPOSE:
To offer students career related and/or meaningful work experience.
WHO MAY APPLY?
First Nation bands, organizations and businesses
PARTICIPANTS MUST BE:
· of First Nation descent
· legally entitled to work in Canada
· enrolled full time in school and intending to return full time in September.
· of 15 years of age (if under 15 years old must have signed Labour Standards consent form from parent or guardian)
· all students must have a Social Insurance Number
DURATION OF ACTIVITIES
Resumes must be submitted for positions and job interviews held. Proposal must include tasks and responsibilities related to each job title. Identify supervisor and contact person.
FINANCIAL SUPPORT:
Current minimum wage rate and 10.28% towards Mandatory Employer Related Costs (MERCs) only
(9 weeks, 30 hours per week, per student)
YOUTH PROGRAM
PURPOSE:
Projects will assist youth that have employment barriers and face difficulty finding or keeping employment.
WHO MAY APPLY?
First Nation bands and First Nations organizations
PARTICIPANTS MUST BE:
· of First Nation descent
· youth (15 – 30 years old)
· unemployed
· at risk facing long term or reoccurring unemployment
· legally entitled to work in Canada
· no longer by law required to attend school
ACTIVITIES:
May include training with a combination of classroom and work site training i.e. Life-skills, work skills, career exploration, job search techniques, resume writing.
If work experience is included, training hosts must be identified
DURATION OF ACTIVITIES:
Usually 20 weeks but must not exceed 30 weeks
FINANCIAL SUPPORT:
Costs may be negotiated to cover training course costs
DISABILITY PROGRAM
PURPOSE:
To assist disabled individuals or a group who need training for employment, people whom face difficulty finding or keeping employment.
WHO MAY APPLY?
First Nation bands, organizations, businesses and individuals
PARTICIPANTS MUST BE:
· of First Nation descent
· at risk of facing long term or reoccurring unemployment
· legally entitled to work in Canada
· no longer by law required to attend school
· unemployed
· self identified as having a permanent physical or mental impairment
ACTIVITIES:
May include training with a combination of classroom and work site training i.e. Life-skills work skills and job coaching.
If work experience is included, training hosts must be identified
DURATION OF ACTIVITIES:
Usually 20 weeks but must not exceed 52 weeks
FINANCIAL SUPPORT:
Costs may be negotiated to cover training course, wages for instructors and assessments
CHILDCARE
PURPOSE:
To provide support for quality childcare services on Reserve
WHO MAY APPLY?
First Nation Indian Bands with licensed daycare facilities and licensed in home daycare providers.
PARTICIPANTS MUST BE:
Children of parents attending training or working
Between the ages of 0-6 years
Registered to attend a licensed Child-Care facility or an approved in-home child minding service.
ACTIVITIES:
To subsidize the per child seat cost of licensed childcare
DURATION OF ACTIVITIES:
Funding is reviewed on a year-to-year basis
